There is not a single culprit responsible for covering up and silencing the death of political prisoner Víctor Hugo Quero for 9 months. There are many. It is a complete chain of command, and their responsibilities and silences fall upon institutions and officials who should have guaranteed the protection of his fundamental rights and did not.
